Full Job Description

Title: Project Manager

Duration: 12 months

Client: Virginia Department of Agriculture and Consumer Services

Note: This is a 100% remote position

1. Manage work breakdown structures and Azure DevOps or JIRA tasks to coordinate work necessary to complete project.
2. Must apply discipline and consistency to continually add, update, and manage tasks, task assignments, task statuses, and task.
3. Produce project schedules, budget projections, and status reports based on detailed project.
4. Manage projects utilizing a team of in-house and vendor technical staff performing software development, infrastructure upgrades and migrations, implementations, and other technical projects to deliver line-of-business functionality for both internal VDACS users and citizens of the Commonwealth of Virginia.
5. Develop and manage project plans, risk plans, communication plans, and other formal project management.
6. Coordinate activities of internal and external technical teams between stakeholders, including vendor partners, for projects.
7. Identify changes to scope, budget, or timeline, notify customers of risks, make modifications, and resolve problems within a mutually agreed upon framework.
8. Maintain project status information and provide project status reports to Information Systems management and project team.
9. Ensure that project activities comply with VDACS and Commonwealth policies and standards, including security standards and required documentation.
10. Experience managing software development projects using Agile and Waterfall methodologies.
11. PMP desired (not required) - experience as a solid PM with required tools/background is what matters.
12. Experience managing projects in a technical environment, particularly in an information systems or software development context.
13. Experience managing vendor and contractor resources in coordination with internal staff.
14. Knowledge of and ability to apply one or more formal project management disciplines such as the PMP Project Management Body of Knowledge (PMBOK), Project+ framework, PRINCE2 methodologies, or other industry-recognized project management standards.
15. Capable of producing well-documented project plans, risk management plans, change management plans, work breakdown structures, budgets, and project status reports.
16. Excellent written and verbal communication skills, including the ability to clearly communicate project status and planning concepts to both technical and non-technical audiences.
17. The demonstrated ability to interact effectively and provide customer service to all levels of the organization, customers, and stakeholders.

Required: Certification in formal project management disciplines such as the Project Management Body of Knowledge (PMBOK), Project+ framework, PRINCE2 methodologies, or other industry-recognized project management certifications. Certification in managing an agile project management approach.

A Bachelor's Degree; Valid Certified Information Systems Security Professional (CISSP) Certification; 5 years of experience as a Security Enterprise Architect working within an organization that employs National Institute of Standards and Technology (NIST) as its security framework; including specific NIST-related security experience. 5 years of experience architecture and implementing PKI; 5 years of experience architecture and implementing cloud security requirements; and 5 years of experience creating and reviewing organizational architecture governance, policies and standards.
