The current workweek is Sunday through Thursday. Employees hired from continental U.S. will receive Sunday Premium Pay (computed at 25% of basic hourly rate, eight hours per week).

Duties

  • You will use enterprise resource planning (ERP) software to evaluate financial transactions and data.
  • You will prepare financial reports (e.g., status of current and prior year funds expended, remaining amount available for obligation) to ensure an organization has data needed for decision making.
  • You will analyze financial or budget information to determine program effectiveness.
  • You will conduct accounting, budget, or financial analysis using financial management systems (e.g., Systems, Applications and Products (SAP), Enterprise Resource Planning (ERP), Defense Travel System (DTS) or similar systems).
  • You will oversee management analyses (e.g., process analysis, business case studies, organizational development, activity based costing management efforts) designed to identify best business practices.

  • If eligible for permanent change of station, the appointee will be required to sign a transportation agreement to establish a Government time in service requirement of 12 months.
  • Must be able to obtain and maintain a U.S. Passport.
  • May be required to obtain a VISA dependent on the overseas country's laws/regulations.
  • You will be required to sign the Statement of Understanding for Overseas Employment acknowledging receipt and understanding of the statement of living and working conditions for this location.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.
  • This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.
  • This position is eligible for part time, substantial or ad-hoc telework at the discretion of management.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Monitor budget execution through analysis, interpretation, and development of business plans; 2) Review, edit and consolidate budget estimates from support sites to adjust data in related forms and schedules; 3) Utilize principles, practices and methods of budget execution to determine whether obligations, expenditures and requested allotments are within funding limitations; and 4) Identify and analyze quantitative data in order to relate the effects of changes in funding levels to installation equipment purchases, personnel staffing levels, travel, and maintenance. The employee may be required to work other than normal duty hours, which may include evenings, weekends and/or holidays or shift schedule depending on mission requirements. Recall to duty may be a requirement of this position and member may be required to be available on-call to deal with security/operational issues that may arise. Overtime and/or emergency overtime may be required.

The Office of the Secretary of Defense (Personnel and Readiness) limits the number of Bahrain based DoD personnel accompanied tours. Dependent entry approval from Commander, U.S. Naval Forces Central Command is required for all accompanied tours prior to extending the final job offer and prior to issuing Permanent Change of Station (PCS) orders. Accompanied tours are not guaranteed.

Tour of duty for Bahrain is 18-month unaccompanied or 24-month accompanied.

This position is designated as a Mission-Essential position. This is defined as an employee who may be activated to maintain continuity of Government Operations during emergencies involving national security, a natural disaster, extended emergencies, or other unique situations such as snow emergency days, severe weather conditions, holidays, increased security periods, national emergency or other dismissal or closure situations.

Physical Demands

The work is sedentary. Typically, the employee sits comfortably to do the work. However, there may be some walking; standing; bending; carrying of light items, such as papers, books, or small parts; or driving an automobile. No special physical demands are required to perform the work.

Incumbent may be subject to occasional travel of up to 25%. This may require walking, bending and climbing during visits to various Navy and commercial installations. During the course of this travel, industrial facilities may be visited or toured.

Work Environment

Work is done primarily in an office setting. The environment involves everyday risks or discomforts that require normal safety precautions typical of such places as offices, meeting and training rooms, libraries, residences, or commercial vehicles, e.g., use of safe work practices with office equipment, avoidance of trips and falls, observance of fire regulations and traffic signals. The work area is adequately lighted, heated, and ventilated.
